Council passes riverside rezoning, 6–1

The change clears 14 acres along the north bank for mixed-use development. Ortiz cast the lone no vote, citing the district’s flood map.

The rezoning covers the parcels between Dock Street and the old mill crossing. The developer’s filing proposes ground-floor retail with roughly 300 units above, pending design review.

Ortiz, whose district includes the north bank, said the updated flood map places a third of the site in the 100-year plain. “The map is the map,” she said before the vote.

The design review board takes the project up October 2. Construction could begin as early as spring.
